Newham Tops the List…of Rip-Off Councils

We have reported before on the way in which Newham Council is using FPNs (fixed penalty notices) as a means of generating additional unchecked income. The news has reached the financial press.

Here we see it in its starkest terms. We know that councils will exploit any avenues that they have to generate additional income. That has become almost axiomatic.

However, when restrictions are introduced ostensibly to improve road safety and we find that the changes on a single road generate over £3m in revenue, it is not unreasonable to speculate that the real policy-driver is income generation, not road safety, or even the environment.
