A member of the public has raised this question (which appears on the council agenda):
Question 10 from Muhammed Javed to the Mayor
“Our Council has passed a motion unanimously on conducting a referendum which possibly would have changed our way of governance in November 2018. Accordingly the referendum could have taken place in May 2020 had the London Mayor Election took place at the same time. I wanted to know when the Council will implement the said motion passed unanimously in 2018.”

Recommendations
2.1 On the basis of this report and its appendices, Council is asked to determine:
2.1.1 Whether to hold a referendum on 6th May 2021 to decide the Council’s governance arrangements to be in place after the local elections in May 2022 and, if and only if Council decides to hold a referendum, to make the following decisions at 2.1.2 to 2.1.4;
2.1.2 To agree the model of governance to be available to electors to choose at the referendum as the alternative to the Mayor & Cabinet Model (“the Mayoral Model”) from either: a. the committee model of governance (“the Committee model”) or 2 b. The leader and cabinet model of executive (“the Leader Model”)
2.1.3 If and only if a referendum is to be held on 6 May 2021, to agree a. the referendum timetable at Appendix C and b. to receive a report at its next meeting to agree the referendum proposals based on the Council’s decision and required by the Local Government Act 2000 (LGA 2000) for publication;
2.1.4 If and only if a referendum is to be held, after agreeing the proposals in 2.1.3 to make them available for inspection and publish them as required by the LGA 2000;
